Position Purpose

The RBM Programme Analyst, as part of the Integration and Innovation Cell, ensures programme coherence through the promotion of a Results-Based management framework and coordinated monitoring and evaluation. The RBM Programme Analyst works closely with UNDP Country Office units (sectors, projects) as well as with relevant bodies established by the UN Country Team (UNCT) for the implementation of the UN Cooperation Framework in Bosnia and Herzegovina, towards an effective application of results-based management approaches in programme work and ensures implementation of monitoring and evaluation activities as per the Office Monitoring and Evaluation Plan. S/he also ensures that evaluation lessons and recommendations are followed up, as well as used for learning and programme design, contributing to implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) and UNDP Country Programme Document priorities and results.

The RBM Programme Analyst works with the Integration and Innovation Cell and other units in the UNDP Country Office, supporting leveraging data for faster development results, as well as nurturing continuous learning within the team. S/he will liaise closely with the Evaluation Resource Centre at Headquarters regarding evaluation approaches and methodologies, ensuring that UNDP meets the minimum requirements for monitoring and evaluation, including regular upload of required information, documents and inputs into the system, as well as conduct of mandatory project evaluations and reporting.

The RBM Programme Analyst, as part of the Integration and Innovation Cell, ensures the effective implementation of the monitoring and evaluation policy; sets minimum monitoring and evaluation requirements for the Country Programme and its sectors; ensures alignment of new programmes/projects with the programme monitoring framework; facilitates the introduction of innovative monitoring and evaluation tools to enable data collection and analysis; maintains monitoring databases as relevant and performs regular data analysis; provides support to annual or programme-specific planning and reporting from the viewpoint of monitoring benchmarks and results. 

The RBM Programme Analyst supports programme, thematic and crosscutting evaluations as per the Country Office Monitoring and Evaluation Plan, in close interaction with the relevant sectors/programme teams; provides support to sectors and projects during evaluation processes, contributes to the UNCT work in relation to UNSDCF implementation. 

The key results have an impact on the overall quality and relevance of the country programme in reaching Country Programme goals, and targeted strengthening of programme assurance function. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching delivery targets and compliance with audits and UNDP rules and regulations in all programming.

 
Duties and Responsibilities

Ensures programme coherence through the promotion of a Results-based management framework:

  • Effective application of RBM tools, quality control of project targets and of monitoring and evaluation aspects. Supports quality assurance processes and compliance with UNDP transparency requirements (IATI, etc.) for the UNDP BIH programme, including reporting processes and data aggregation and analysis to communicate on results within the Country Office;
  • Contributes to the formulation of UNDP Country Programme Document monitoring and evaluation framework, including data and researches (such as foresights, sensemaking, etc.) that inform this process; 
  • Provides technical inputs in  the preparation of annual CO workplans, particularly from viewpoint of the monitoring framework;
  • Participates in annual / progress monitoring and reporting related to the UNDP Strategic Plan, the UN Sustainable Development Cooperation Framework for BIH and the UNDP Country Programme Document (ROAR); 
  • Participates in the work of the UN Programme Management Team, from viewpoint of monitoring and evaluation support, ensuring the key relevant recommendations are addressed.

Ensures the implementation of monitoring policies and strategies

  • Sets minimum monitoring and evaluation requirements for the Country Programme and its sectors, as per the Country Programme Document in BIH, the UN Sustainable Development Cooperation Framework for BIH, and as required by the UNDP Strategic Plan monitoring framework; 
  • Provides support and guidance to sectors/thematic teams during the design stage of programmes/portfolios/projects, so as to align them with the country office monitoring framework and facilitate follow-up monitoring; 
  • Facilitates the introduction of innovative, simple, gender-sensitive and systemic monitoring and evaluation tools to enable data collection and analysis of programme results, generating learning across work areas and in UNDP Field Offices; 
  • Updates and maintains relevant Country Office gender-disaggregated monitoring databases and performs regular gender-sensitive data analysis; 
  • Provides support to annual or programme-specific planning and reporting from the viewpoint of monitoring benchmarks and results, with particular attention to gender equality dimension;
  • Maintains close dialogue with the Integration and Innovation Cell, sector leaders, the Programme Operations Support Head of Unit, Field Office Leaders, the RC Office Monitoring and Evaluation Specialist, the Evaluation Resource Centre at Headquarters with a view of harmonizing evaluation approaches and agendas.

Ensures overall coordination of evaluation processes in the Country Office

  • Supports programme, thematic and crosscutting evaluations as per the Country Office Monitoring and Evaluation Plan, in close interaction with the relevant sectors/programme teams; 
  • Provides support to sectors/portfolios/projects in preparing for and conducting evaluation processes and ensures that evaluations are designed and managed to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results, in line with standard guidelines; 
  • Initiates and coordinates external evaluation missions for CO evaluations as per the UN Sustainable Development Cooperation Framework in BIH and the UNDP Country Programme Document monitoring and evaluation frameworks; 
  • Prepares Terms of Reference, engages in selection of consultant/s and evaluation teams, performs budget oversight with regard to monitoring and evaluation; 
  • Follows up on implementation of evaluation recommendations and ensures the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations. 
  • Generates dynamic learnings from the evaluations that are shared with the wider UNDP team and external stakeholders, as relevant and that evaluation lessons and recommendations are captured and utilized for programme design; 
  • Keeps record of independent evaluations carried out for the CO and provides.
  • Prepares and provides inputs as requested by the Evaluation Resource Centre at Headquarters, including regular maintenance and upload of documents and CO/project evaluations for the Evaluation Resource Centre database.

Ensures facilitation of continuous learning and knowledge sharing in the area of monitoring and evaluation

  • Identifies and formulates lessons learned to be integrated into the broader knowledge management system of the Country Office; 
  • Supports and contributes to the needs-based functioning of the Country Office Knowledge and Resource Hub, particularly the segments related to data inventory and tools; repository of research and assessments, as well as the monitoring, learning and evaluation sections. 
  • Promotes a results-based and gender-sensitive approach to programming, emphasizing results and impacts and dynamic learning throughout the process; 
  • Collaborates and coordinates with other UN agencies, governments, civil society organizations, and other relevant stakeholders on matters under area of responsibility; 
  • Provides inputs to the Communications Unit to formulate and communicate with the broader public tangible and measurable results of the UNDP programme work. 
  • Organises demand-driven learning sessions, introduces innovative ways to generate organizational learning and insights, including through practical training sessions, horizon scanning, etc. for the Country Office team, with a strong focus on building local capacities
  • Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals and change management
  • Sound contributions to knowledge networks and communities of practice, especially to the change management community of practice (MPN);
  • Contributions to the Toolkit for Managing Change on elements of the change project e.g. sharing of UNDP Examples, development of new tools etc.

Diversity and Inclusiveness

  • Provides feedback and inputs to the Country Office Senior Management and Sector Leads on the implementation of specific programme components in mainstreaming gender equality and women empowerment, including the Gender Equality SEAL certification programme; 
  • Analyses the relevance and effectiveness of the programme, reviews and provides specific inputs to the monitoring system and assists the evaluation of the programme impact from the gender, diversity and inclusion perspectives;
  • Ensures that CO M&E plan integrates tracking of gender commitments in the CPD and CO gender strategy.

Required Skills and Experience

Education:
  • Advanced University degree (MA/MBA/MSE or equivalent) in public policy research, economics, political science, development management, public administration, social sciences, or other related disciplines, is required. 
  • A first-level university degree (Bachelor’s degree) in a relevant field in combination with 2 additional years of work experience will be given due consideration in lieu of a master’s degree.
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in results-based management, performance management/monitoring, evaluation and reporting in development projects or programmes; 
  • Proven technical knowledge of the results-based management cycle and monitoring and evaluation is required.
  • Proven experience in designing monitoring and evaluation systems and designing development projects or integrated portfolios is an asset.
  • Proven ability to work with quantitative and qualitative data, and appropriately use qualitative data /information collection tools in innovative ways.
  • Proved previous experience in data and information analysis is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and web-based management systems, and up-to-date, advanced knowledge of data management tools and database packages.
  • Experience in designing, implementing and/or managing assessments and/or data collection exercises/processes is desired.
  • Experience conducting applied research projects and reporting on findings is desired.

Language:

  • Proficiency in oral and written English and official languages of BIH (Bosnian/Croatian/Serbian).
